Both could work here. "Were" is past tense and since you are referring to a previous conversation it works.

I'm assuming the context here is that in conversation, the other person mentioned where they're from and you simply forgot. In that case, "were" is perfectly fine. "Are" is fine as well, but is more awkward than "were". Here "were" is most accurate. If this sentence is being asked without any context or as the start of a conversation, "were" would be suboptimal.
