Some people say that the price of detached houses in Japan are close to zero twenty years after the house was built.
According to my sources, the above seems to be true. The price falls down to ten percent of the original price during the first two decades, and it decreases to almost zero next ten years.
The reason why I talk about this topic is because I feel sad that historical architecture can't be preserved for a long time.
Some people might say that it is just because there are a lot of earthquakes in Japan, and it is hard to maintain a house.
But, it is obvious that evaluation system has not changed for a long time though earthquake resistance has significantly been improved.
This issue could change people's lifestyle so that I hope that it will be resolved promptly.

Personally I think "isn't" gets your meaning across better. Using "can't" would only be correct here if you think that there is no way to preserve these buildings, but based on the entirety of your entry I don't think this is the case. Another way to word it would be: "The reason why I talk about this topic is because I feel sad that it is difficult to preserve historical architecture."

Some people might say that it is just because there are a lot of earthquakes in Japan, and it is hard to maintain a house.

This sounds better to me, though I cannot find a reference to a specific English grammar rule. If you want an interesting but lengthy explanation (in English) that I didn't even read all of: https://languagelog.ldc.upenn.edu/nll/?p=523
