They took a step away from the changing world and began to appreciate their cultural heritages with calm and a thoughtful attitude, while gradually making a new culture.
The first phrase is separated from the second with "and" to indicate these are two different things. One is an action they took and the other is what they did instead. The last bit "while ..." describes something else they were doing.
