Well, let me do my utmost to explain why I said "it is a county-level city." In China, there are numerous cities, yet they differ from one another in many aspects. For instance, Beijing, Hefei, Fuyang, and Jieshou are all referred to as "cities," but Beijing is a municipality. (The other three municipalities are Shanghai, Tianjin, and Chongqing. They are directly administered by the Chinese government and have the same administrative level as provinces.) Hefei is a prefecture-level city and also the capital of Anhui Province. It is governed by the Anhui Provincial Government. Fuyang is also a prefecture-level city and is administered by the Anhui Provincial Government. However, as it is not the capital city, it does not develop as well as Hefei. Jieshou is a county-level city. It is under the jurisdiction of the Fuyang Municipal Government and is thus relatively smaller than other cities. So when I mention that a city is a municipality, a prefecture-level city, or a county-level city, one can have an idea of its size, such as how many square kilometers of land it covers and how many people it has, without visiting the city in person.

I wanted to say "Wuzhi Mountain is situated in the ‘中南部’ of Hainan Island." So, should it be "the south-central part?"

I wanted to say "many people go to Wuzhi Mountain City to ‘养生’." I translated it as "To nourish their lives."

Not really, Wuzhi Mountain City is a small city and it doesn’t have a lot of local people. Only in winter, I guess it is crowded.

Ok, this is what it means to you, but not to your readers, unless they’ve lived in China for a long time or worked for a government that uses a similar system. Instead of mentioning that it’s a county-level city, I would recommend directly stating its approximate area and population. This would be much more meaningful to people who don’t know China well.

“South central part” works for 中南部.

“Wuzhi Mountain City is a small city and it doesn’t have a lot of local people. Only in winter, I guess it is crowded.”
Then I’d probably enjoy visiting it in summer. :-)
