Today I sent an email to a friend to say that I could not to bemeet over Skype in this evening because I do not feel not good.

We usually say "to meet over Skype."
We don't need the "in" before "this evening" because "this evening" is the time you were supposed to meet.
While Spanish puts the negative in front of the adjective to negate it, in English we use the "I do not" construction when we use a negative to describe how we're feeling.
