"has just arrived" is the usual order of words we use but, yes, you can say this.
or,
My mother has just arrived from Algiers tonight.
My mother has just arrived from Algiers this evening.
( The action is new. )
We don't use spaces with parentheses.
If I understand inthe first sentence correctly, I did not need to put ause the preposition " at"."
Correct. "came back home" indicates motion so we never use "at" here. "at" implies staying still.
