Working for the government
I saw a comedy skit from the US where there was a conversation about working for the government.
Stuart "Mrs.Burns."
Burns "Yes?"
Stuart "Did you know that you're ugly?"
Burns "Yes I did. I work for the government."
The Audience laughs.

This wouldn't make sense in Japan.
In Japan, working for the government is considered a really good thing.
Those kinds of jobs are stable, well paid, trusted in the community, etc... so it's a competitive industry.
I can't tell why the audience laughs at this part.
I have two theories.
The first one is that there is a stereotype that people working for the government are ugly in the US.
Second one is that she means that she is smart enough to work for the government, so of course she knows that she is ugly.
I have asked this question in a couple of places, but I couldn't get an answer.
Even people in the US said they had no idea.

People in the US think that working for the government is a lucrative thing for the same reasons you listed.
The joke is about the people working at the public service desks of government offices, places where you get your driver's license etc. It is not very funny, more of a dud.

"people working at the public service desks," this is a new clue! Some people think it's funny for sure, since they commented about this part in the comment section on the YouTube video.

I see what you mean about the comments, I'm surprised to see people are so taken away with it honestly.
The thing that makes the joke funny (to me a at least) is that the people who work for the government take a lot of verbal abuse from the public. When the pantomimed boy character insults the women, it is something that she already has a lot of experience with.
