It's been more than fifty days since I joined the city civilization creation and I hope our city can pass this test. It’s easy to keep our environment clean, but it is difficult to let everyone become civilized. Do it from ourselves, at least no litter. Tidy environment plus high quality citizens equals happiness and beauty.

"Let everyone become civilized" has negative connotations...for people to "become civilized" usually suggests that there was something bad or immature about their society before. If you call someone "uncivilized," it may sound insulting, depending on context.
I think "practice good stewardship" is closer to what you're trying to say. It means taking good care of the city and the environment in the ways you describe below.
