You will want to use an apostrophe (') here to mean "Culture is". You'll also want to include an article (a, the) although I do not know the reason, I just know it is what looks and sounds correct. As for your list, you only need to use the word "and" for the final item on the list; however, if you end with "etc" then it is not necessary to say "and".
