While living in Japan, I have zero opportunity to speak English unless I actively seek it. So even I write some sentences in English, or watch the foreign news, I can’t practice speaking skills. Maybe I am too shy to express my feeling.

I'm the same way around learning Japanese! While I can read Japanese pretty well and I think I'm able to at least write understandable Japanese, my speaking has a very obvious foreigner accent.

I think your English is great!
You can use the shadowing technique where you listen to a video of an English speaker and repeat after it. Even better, record yourself talking and compare it with the video. You can also narrate what you are doing and if there's a word that you don't know you can look it up.
