What can we do to improve our teachers?

Teaching is like any other job, we can learn from what other colleagues do. But it is really difficult for a teacher to see another teacher in action in a classroom. Teachers are used to listening to other colleagues talking about their experience in the classroom. However, these courses have to be very general because it’s impossible to train for all the subjects.
On the other hand, it’s said that good practices about your own subject have the most impact on your work. In other words, mathematics teachers learn more from other mathematics teachers.
But how to solve this problem, how to provide good practices for all the subjects ?.
One way might be to use publications in an educational journal. I propose to imitate the system of university journals.
For example, imagine you're a history teacher and you have achieved a good result with an original way of explaining the Second World War. You could then write about this experience in an article. The article should be read by other history teachers (peer reviews) to decide on its publication. It is very important that published articles are rewarded with points for promotions, specific jobs, and so on.
Teachers want the administration to recognize the work in the classroom. This would be an efficient way to achieve this. “I wish the administration would reward the most active teachers in the classroom” is an oft-repeated idea. I'd rather see education politicians doing concrete tasks, rather than sterile plans and projects. This idea is concrete, inexpensive, and achievable in a very short period of time.
