Everybody seems to know what Chicago is so I guess we don't need the 市 part to make it clear. I never use it either.

This is tricky. When I first came across the 合格する verb, it was used with the particle 〜を. Later, I ended up memorizing a sentence where 〜に合格する was used. 例えば、「その試験に合格するなんて、無理っぽい。」とかです。So now I always use 〜に until someone tells me not to or explains to me or I discover when to use what where.

This is a classic sentence with contrasting phrases so we use a version of けど.
