Nothing grammatically wrong here, but you wouldn't think of a library as a place to put down roots. You would think of the house itself, and more particularly the neighborhood, city, town, etc. where the house is located as the place you are putting down roots (starting a family).

"Steeped" doesn't sound natural here, but there are many other words/phrases that could be used.

This sounds a bit more natural in my opinion.
