I think your logic is correct, but the rule has exceptions. Maybe “了" only applies to action verbs. “是" is equivalent to the basic "to be" verb. It's past tense is "was" or "were". In English, you would have written "yesterday was Tuesday.", but in Chinese, the “了" is not necessary because Tuesday is not performing an action. It was "yesterday" at a particular moment in time. By tomorrow, Wednesday would be yesterday. Does that make sense?
