The first sentence is perfectly written. I would end the sentence there, since the the second sentence talks about the deception/profit rather than what Mr. Zhou physically did.

Alternatively: He never told his neighbor the original price.

I feel like in this context the second sentence should refer to the object (the purchase price) in the first sentence.

The alternative sentence I mention uses "never" instead of "didn't" to stress the meaning of the sentence.

The last part could also be: "measures, the case is still underpending further investigation."

I'm not very well informed on language relating to the police, so I may be wrong, but I would substitute "for criminal coercive measures" with "for coersion"
