A friend of mine upload retouched a photo on Facebook using an app called "ToonMe". You can retouch a photo into a Disney-like photo using the app. I also tried to use it and uploaded on Twitter.

A friend of mine uploaded a retouched a photo on Facebook using an app called "ToonMe"."
Your friend completed the act of uploading, the verb "upload" should be in the past tense (uploaded).
In this instance, "retouched" acts as an adjective. So instead of "a photo", it should be "a retouched photo".
Punctuation should be inside of quotation marks. (In my examples above, I put punctuation on the outside to be more clear)
You could also say, "A friend of mine retouched a photo on Facebook using an app called "ToonMe."," if you want the action to focus on the retouching instead of the uploading.
You can retouch a photo into a Disney-like photo using the app.
I also tried to use it and uploaded the photo on Twitter.
While it can be understood that you uploaded a picture on Twitter, it is better to state what was uploaded to remove any ambiguity.
