When using an adjective to compare something, the adjective needs to be in the comparative.
And therefore that society is more liveable.
And vice versa: the simpler are the system and the society are, the easier it is to run it, and the mpoore poor it is.
'more poor' could be considered correct but I would stay consistent with the previous clause and use the comparative again.
