There are numerous books appear throughout Chinese history, the book Thirty-six Stratagems has been popular and embraced by most people from the elite class over centuries. It has been regarded as one of the most profoundly impacted books In China. I strongly recommend all people who are interested in Chinese culture list it on their agenda.
This book involves 36 collections of strategies and tactics for military action, fulfilled with deception, manipulation and indirect ways to achieve victories. Any Chinese students who have a background of junior high school education would have learned one or two of examples from the book. People In Western countries, however, they have no sense of it, they do and think directly. This cultural difference makes some of them confused when negotiating with Chinese people.
I don't want to give more actual examples here, you can find many from the negotiating history, they often complain the opposite partner does not implement their promises in the agreement. Chinese negotiators would generally consider the agreement is to reach a goal at a certain period, the terms of the agreement is not as important as the result, they can be changeable and re-explained. Therefore, I suggest when negotiating with an unhonest government, place a specific note like this:"If do not implement this term on the deadtime, x x x x".
When dealing with the relationship among people and countries, I personally suggest do not learn from this book. We should consider honesty and mutual benefits. We are tired of deception and strategies, do things directly.
