The UK Issues - bankruptcy

I watched a short video that Birmingham, a large city in the UK, announced government bankruptcy a couple days ago. It was said that due to running of of budget, so all local local government expenses would terminated except for some special emergency departments. I don't understand what's happened and what it means to local citizens, but I know at least it is not a good thing.

Surprisingly, the next day, I also read another news suggested that the bankruptcy is a good and most effective method to deal with illegal immigrant problems. In short days, the the UK's capital, London, is also on agenda to be announcing bankruptcy. I personally don't believe this will happen in London.
