The conflict between urban managers and fruits stores

Yesterday the fruits store under stair outbreak of conflict with an urban manager.
The reason is that the store had displayed theirs fruit out of the store, even on the walking street. On manager’s opinion, it hurt the passengers right to go through. On the other hand, the store owner thought it was normal for stores to do so. Only on that way, their fruit can be seen by more people, and other stores on this street had done so.
They couldn’t reach an agreement, and insulted on each other. At last, some passengers couldn’t stand this hubbub and called the police.
