A: Cold water feels good when I wash my hands.
This sentence is grammatically fine, but if it were me, I would probably say it in either of these ways: "It feels good when I wash my hands with cold water" or "Washing my hands with cold water feels good".
B: Yes, it does feel nice and cool.
A: Seriously, I can't wait for winter!
B: It's not even summer yet.
