My daughter and I both are learning English, she is eleven years old and in grade six primary school. As she usually watches cartoons, I suggested we could watch English cartoons together. I found the English version cartoon-Miraculous:Lady Bug &Cat Noir-she usually watched. We watched one episode and found the cartoon characters speak too fast to understand. We totally couldn't hear a thing they said at all.
Would please recommend an English cartoon with slow dialogue for us?

hear is more like how loud something is, understand is about the words. "At all" is a bit like saying the same thing again as "couldn't understand a thing"

This is a really good start! I suggest starting out having closed captions in your native language with English in the background. Also, check if there are ways to change speed (there is on Netflix and Youtube).
Here are some of my favorite cartoons that are on Netflix (which is what I'm assuming you used to watch Miraculous) , that are a bit slower and appropriate for your daughter:
-Carmen San Diego-->You can learn about the world while watching, it's full of action.
-Spy Kids:Mission Critical -->Might be a bit too fast, but a fun spy cartoon.
-The Magic School Bus-->Educational, also a bit fast sometimes, but mostly slower.

I think cartoons with slow dialogue would be too kiddy for your daughter. Put on English subtitles. I would encourage you to get familiar with the speed because it's essential to understanding the speech. I think Adventure Time would be a nice one. 1) While it is not incorrect, the natural ordering for "both" is usually after the verb to be (e.g. is, am, are..)
2) It is a run-on sentence, meaning that two complete sentences joined only by a comma.

While I cannot think of which cartoons are slow speaking off the top of my head, how about the Disney classics that you and your daughter already familiar with? That way you can form a connection between what they speak with the story you already know. I think if you find that they are speaking too fast, it is okay to have English subtitles on. I find that it is also okay to not catch everything they said and just try to get use to the tone and rhythm first, this is how i am training my ears as well for my Japanese. Eventually you will pick up more and more.
