The day before yesterday, while I was waiting for my wife on the street, I took a picture when I bought two sticks of lamb kebab (also known as lamb skewer) in a roast restaurant run by several Uyghurs. Although the Uygur issue has been a sensitive matter in the past years, the West and local government have a strong conflicting stance on it, in the following entries, I attempt to write about the lamb kebab scene that I observed on the streets.
Almost all Uyghurs reside in Xinjiang which is considered the biggest Autonomous Region, located in the very northwest of China. It's also a region that is limited for foreign travelers and I haven't been there, either. Amazingly, Uyghurs could be found anywhere from small towns to metropolitans, from the countryside to downtown areas outside of Xinjiang. They are synonyms with lamb kebab. (I don't intend to offend them; I mean nearly all of them make a living by selling lamb kebab)
Let's date back to the year 1997, in the city of Shenzhen, a developed city borders with HongKong. I remember many Uyghurs were selling lamb kebab on the street in downtown areas, however, the other people were not allowed, and we knew it was their privilege.

Kebab/skewer is countable, so it doesn’t need a measure-word (unlike Chinese).
Although the Uygur issue has been a sensitive matter infor the past several years, and the West and localthe Chinese government have a strong conflicting stances on it, in the following entries, I will attempt to write about the lamb kebab scene that I observed on the streets.
“In the past” implies that it’s no longer a sensitive issue; “for the past several years” makes it clear that it’s still sensitive.
“Local government” is assumed to mean the city or village government in this context.
Almost all Uyghurs reside in Xinjiang, which is considered the biggest Autonomous Region, located in the very northwest of China.
It's also a region that is [limited for] foreign travelers, and I haven't been there, either.
“Limited” means that foreign travelers CAN go there, but with limits. Is this what you mean?
Amazingly, Uyghurs couldan be found aneverywhere outside of Xinjiang, from small towns to metropolitanses, from the countryside to downtown areas outside of Xinjiang.
In your original wording, “outside of Xinjiang” seems to modify only “downtown areas.”

You need to specify what others weren’t allowed to do: eat them? Sell them?
