I can't understand why the former one is better. My practice book didn't give me clear explanations. Please help me!
1. Our civilization cannot be thought of as having been created in a short time.
In this pair, the first sentence has a better compound tense.
Compare "It has been created" with "It has is created."
The sentence works best with both helping verbs in the past tense.
2. As it announced in the papers, our country has launched a large scale movement against smuggling.
You can also say, "As the press says, our country has launched a large scale movement against smuggling."
I would rework this sentence so that it no longer needs a comma. As-is, the sentence is a little hard to read.
"The papers now report that our country has launched a large scale movement against smuggling."

"As announced in papers" works more soundly with the rest of the sentence. Here, the use of "That is" or , which makes the second part of the sentence harder to read. These first two sentences may use the present tense ("It does"), the present perfect ("it is doing").

We had such a plenty of eggs that.......
A surplus is a regular noun. Plenty is a harder word to use because it is generally used to replace a pronoun. It doesn't need an article.
(You don't need to say "a plenty")
There are plenty of eggs.
There is a surplus of eggs.
We had plenty of eggs, so we were giving some of them to our neighbors.
I can't understand why the former one is better.
