It’s quite simple, the only thing to do is to grab a pen and paper and start writing. This trend is not new, indeed it has been around for ages, but nowadays it has become an oddity due to social media. However, there are still some romantic souls keeping this pastime alive, these are people who enjoy the pleasure of handwriting and who appreciate receiving a letter by post.
There are different categories of snail mail, some people are lured by the idea of collecting stamps, postcards, coins, and all kinds of souvenirs from around the world.
Others lead by their creative side, are enticed by the DIY aspect of snail mail, which by the way, entails making envelopes, preparing the paper, and why not, making small gifts for the other person. You cannot use a semicolon to connect a sentence and an incomplete sentence. The part following your suggested semicolon is not a complete sentence, and thus either a comma or colon would be appropriate, and not a semicolon.

I believe technically there should be no comma before "and" here because after the and is not another clause. The structure is the same as:

"Others lead and are enticed." You wouldn't write "Others lead, and are enticed." But you WOULD write "Others lead, and they are enticed" -- because it's two independent clauses in this last case.

I believe technically you must put a comma: "the paper, and, why not, making..." This is because "why not" functions as an interjection. However, putting an interjection like this in the middle of a complex list in a complex sentence will likely lead to confusion!
