There are some pros and cons on both sodes: in the first place, if studying is a right, why do we have to pay? Not everyone can afford school supplies and can eventually drop education and consequently their dreams. Then, more people would have a better knowledge, since new generations are leaking of it.
However, the state needs money to create great study programs all over the country. Plus, in my country, you pay your son's university bill based on what you earn every year, or you can win tons of scholarships based on your grades.
These are very great method to balance free education and support to universities, to mantain a stable situation in programs.
