Hello. I want to learn English but I am afraid . I don't speak English fluently. I don't know what to do. Could you help me learn English, please?
Could yousomeone help me learn English, please?
*Could you* makes sense but in English it's good to be more specific and not general. *Could someone* could help better address your audience (which is a group of readers) but you say "someone" because you assume that not literally everyone who reads this will be able to help. Modern English is both very literal and especially, *direct.* This is mostly my personal opinion as an English speaker and not a professional opinion, as from a teacher.

Overall good work. Just be more direct. Don't be afraid to talk to us English speakers "in the face", so to speak :P
