Reading
I finished reading an interesting book yesterday. The author is the president of Kyoto Seika University. He is from Mali, Africa. Kyoto has complicated community, but he knows Kyoto inside out and settled in, so he is great.
昨日、面白い本を読み終わりました。著者は京都精華大学の学長です。彼はアフリカのマリ出身です。京都はややこしい街ですが、京都を隅々までよく知っていて地域に溶け込んでいるので、彼は凄いと思います。

Kyoto has a complicated community, but he knows Kyotothe city inside out and is settled in, so he is great.
Or "has settled in" - "is settled in" uses the participle as an adjective to describe his present state, "has settled in" is present perfect tense, describing his past action (he settled in) with an emphasis on its present consequences (he settled in, and now, because of that, he's great). Either is fine, but simple past "he settled in" feels weird here. Insufficient. Inconsistent with "knows".
Oh, and I changed the second "Kyoto" because it sounded repetitive.
