Rakugan, I believe, is a traditional Japanese sweet. It’s been around since I was a child.
I don’t eat it often, but its refined sweetness, melting delicately in my mouth, is irresistible. It has a very elegant flavor.
Rakugan is made by mixing flour from grains with sugar and other ingredients, kneading it, pressing it into wooden molds, and then drying it.
I’ve never made it by myself though.
Rakugan has quite a long shelf life.

口の中でとろけるような品のよい甘さがたまりません。とても上品な味わいです。
落雁とは、穀類の粉に砂糖などを入れて練り、木型に押して乾燥させたお菓子です。作ったことはありませんが。落雁は結構日持ちしますよ。

I am not sure that elegant would be used to describe flavor, it is more for clothing, style, personality. Perhaps, subtle flavour or refined?

flour is made from grains and we just say flour. If you wanted to specify what kind of flour you could, like rye flour, oat flour, etc.
