Not sure if there's different versions of the saying, but I've only heard it with singular "eye."
Also, this is not very important, but the most common rule for capitalizing titles is to capitalize every word except for prepositions, articles, and conjunctions, unless they are four letters are more. For example:
--> "About" is a preposition, but it's 5 letters so it gets capitalized.
--> "Is" is a verb, so even though it's short, it still gets capitalized.
--> "In" is a preposition, and it's less than four letters, so it doesn't get capitalized.
