I think I have tried my best to learn English, but I don’t know why my English improved slowly. Maybe it’s because my age-slow thinking, declined memories. But anyway, I don’t want to give up and I still want to keep it up. I believe it will get better and better, no matter how difficult it will be.

You can write it the way you did, and I should have said so, but I think it sounds a bit more natural with "may".
As a native speaker, I am generally going by feel, which is based on lots and lots of experience hearing and reading expressions, so that means I'm not such a good person to explain rules--because I'm not depending on rules, I'm depending on "feel" (which is really to say, experience).
I think "may" is more common here because we're in a clause after an "I believe that", so we're in a subordinate clause.
The subordinate clause after a "believe" or "wish" can either use a definite tense (like an indicative tense in a Romance language), such as
I believe that we will win.
Or it can use a less definite form (like a subjunctive or conditional tense in a Romance language), such as
I believe that we may win.
In this case, you used a definite form ("it will get") because you are asserting that it will happen, and I think it sounds good.
But, now we have a second hypothetical clause ("no matter how difficult it...")
In this case, this second clause I would interpret as being less definite, as we're discussing how difficult it might be--regardless of what we believe about our ability to overcome, that doesn't affect how certain it is as to how difficult it may be.
So I think it sounds better for this second clause to express the uncertainty about the level of difficulty with "may"

For one reason, "thinking" & "declining" should match in tense, as you've joined them with an "and"
Also, I've never heard anyone speak of "declined memories", and that sounds odd, but the phrase "declining memories" sounds much better.
Although, now that I notice it, we would actually say "declining memory", using the singular form. I didn't notice that when I was correcting.
When we speak of age affecting our memory, we usually speaking it if affecting our "memory" in the singular in the sense of affecting all of the memories of our life as a single whole, I guess.
