I think the original sentence's use of "were" was correct. Data can be singular or plural, and when it is a count noun (can be replaced with "facts") it can take the plural verb. The sentence works as: "The facts, which were collected from an individual population", so I think "were" is fine here. I don't necessarily think changing it to "data...was" is bad (using data only as a singular noun is becoming much more common), just that "data...were" was valid here.

I think it is a combination of both. It is a complex topic and I am not very versed in jargon regarding data so it is hard for me to parse. I think there are also some clarity issues, but it is hard for me to correct them because in doing so I might unintentionally change the meaning.
