I can't explain the grammar too well, but "It seems no other use" isn't complete on its own, it's missing a word or two. Some other ways you could phrase it are:

"it has no other use"
"it doesn't have any other use"

I think that it's because "use" is being used as a noun here, so you can't say "the phone is a use", you'd say "the phone has a use".

To simplify it, I believe it's ungrammatical to say "is for not many uses", or even "is not for many uses". It's related to a comment that I've just made, but you would instead need to say "does not/doesn't have have many uses". Again, I think you need to include "has/have" here because "uses" is being used as a noun.
