There's nothing really wrong in the sentence, but you can also use the word "nung" to shorten "noong". It is also okay to not capitalize the word "Tagalog" and just use the smaller case. It kind a follows the old Spanish language rules of capitalization but the language has been anglicized so much at it doesn't really matter.

Nag-aaral ako ng Tagalog mula pa noong katapusan ng Enero.

Just to clarify some points: there exist no rule as what you had claimed. In fact, languages in Spanish are written in small letters. Rules on English regarding languages, on the other hand, are written in capital letters. The word "noong" is a formal writing of "nu'ng", but most natives used "nung". Hope the confusion cleared out.
