However, the other day, Netflix took measures againsto VPNs and I can't watch it from this timany more. However, the other day, Netflix took measures against VPNs and I can't watch it any more.

However, the other day, Netflix took measures againsto VPNs and I can'thaven't been able to watch it from this timenow on. However, the other day, Netflix took measures against VPNs and I haven't been able to watch it from now on.

"Measures to" will be followed by an infinitive, e.g. "measures to prevent VPNs from accessing content." If you only have a noun, "measures against" is more suitable. I used the present perfect instead of simple present ("can't") because you are describing a state continuing from the past.

I'm paying for Netflix, but why can't I watch Japanese version of Netflix?

I'm paying for Netflix, but why can't I watch the Japanese version of Netflix? I'm paying for Netflix, but why can't I watch the Japanese version of Netflix?

I'm paying for Netflix, butso why can't I watch the Japanese version of Netflix? I'm paying for Netflix, so why can't I watch the Japanese version of Netflix?

"So" makes more sense as a connector here, as "but" implies that you are going to say something that contradicts the implications of your previous statement.
