I do not understand why this order there, for an affirmative sentence, which relates a situation →
He asked where Paris was.
and not where was Paris
Why put Was after Paris?

Dans ce phrase, "where" fonctionne comme un adverbe d'endroit. La clause "where Paris was" est donc une clause adverbial d'endroit. Une clause comprend un sujet et un verbe, et l'ordre de mots est le même qu'un autre phrase en anglais: sujet puis verbe. On porte le sujet après le verbe dans les questions (ou phrases interrogatrices), mais ceci n'est pas une phrase interrogatrice. C'est une phrase déclarative, parce que dans cette phrase, on déclare qu'il a dit quelquechose. Donc, on suit l'ordre d'habitude - sujet puis verbe.

A clause consists of a subject and verb, and the word order is the same as any other sentence in English: subject then verb. We put the subject after the verb in questions (aka interrogative phrases), but this isn't an interrogative sentence. It's a declarative sentence, because in this sentence, we're declaring that he said something. So, we follow the usual order - subject then verb.
