Using all caps to stress writing is common in informal or very casual writing, but I would recommend using less of it. It is the sort of thing that can get very tiring to read. Also, as written, I imagine the speaker is really emotional and sounds like an air raid siren with how their voice would constantly be shifting from stressing words.
If you *really* wanted to do it, I'd stress maybe one idea per sentence.
