I have been looking for a person who is with great enthusiasm for learning a language, frankly speaking I haven't. Since I started learning English last September, I have tried many language learning apps and websites, but no one can meet my goal. On the contrary, I met many liars, and of course I could recognize them soon. I want to find a person who is eager to improve their language skills in listening, speaking, reading and writing and we can communicate at the time we want, but I have not found one yet. Since we decided to learn a language, we should do our best and try to improve our language skills at the best within a very short time. If we don’t take it seriously, no matter how long we learn, we will not learn it well, so if you are a person who is eager to improve your Chinese, I am definitely your perfect learning partner. It sounds like you want someone who meets all the criteria you've mentioned and some you have not:
- is enthusiastic about learning language (and I'm guessing you mean Chinese in particular)
- is interested in improving their Chinese listening, speaking, reading and writing skills
- is interested in improving your English listening, speaking, reading and writing skills
- is available during times of the week that you are also available
- wants to work fast ("improve our language skills... within a very short time")
That's a pretty demanding set of criteria, especially if there is asymmetry working against you (for instance, many more Chinese who want to learn English than vice versa). Rather than focusing on your frustration, you might want to think about which changes to your criteria you'd be willing to make. For instance, do you really need a partner who wants to learn Chinese? Or is it possible to find a paid tutor, if you can afford one? For instance, italki.com lets you buy lessons from either "community members" at a low price, or "teachers" at a higher one. Being flexible about how much progress you make within a certain period of time is also important, because it's always easy to underestimate how long it takes to learn a language, and some people may want to learn at a slower pace anyway.
The fact that you are disciplined enough to write essays here on your own initiative is great, and indicates that you are willing to do what is within your own power. But when it comes to finding someone to work with, more flexibility will help.
