I am water deficient all year round. If I don't make a conscious effort to drink water, there are times when I don't drink 500ml of water a day. I think perennial is ok. I can find some examples online of it being used to describe things besides flowers (some sentences on this page https://www.merriam-webster.com/dictionary/perennial). It is an unusual choice but does add character to the sentence.
