Why do people feel different at the same temperature?

My home city is in the Mideast part of China. During winter, the coldest temperature here is around 6 degrees Celsius.
Many people here spend their Chinese New Year on Hainan island.

I spent this Chinese New Year in Danzhou city on Hainan island for the first time. I went there on 29th January and went back on 5th February.

I observed the temperature difference between my home city and Danzhou city very closely. The temperature in Danzhou is always 12 degrees higher than that in my city. But on rainy days, I don't feel much warmer, instead I almost feel the same as in my city.

For example, it is 5 degrees in my city and 17 degrees in Danzhou. I don't feel it is much warmer in Danzhou. If it is 17 degrees in my city, it feels pretty warmer.

I think the reason may be related to the wind and humidity. The seaside is very windy and humid while my city is relatively dry and less windy.

So, if it rains a lot during the Chinese New Year, it is not a big difference to spend the holiday on the northern part of Hainan island or in my home city.
