To whom it may concern
Recently an article has been published in the local newspaper putting the blame of several incidents, which has taken place specially out of school hours, in students from the secondary school. The content of which was outraging and excessive, specially for those who are committed with our village through differents cultural and sport activities after school hours.
It is true that certain local facilities has been severally damaged on weekends, not to mention the dirtiness all around them, and these costs will be paid, in the end, by citizens. Moreover, there have been a increase in drug use over the past few years, which is a specially concerning issue, even more if one take into consideration that they are minors. Nevertheless, despite of all this, this article does neither reflect entirely young people nor propose any measure against those problems.
All young people are illustrated in this picture, which is not far and away fair. Our soccer local team and the reading group of the library are clear examples of that. In the first one are involved several classes from the secondary school and organise trainning sessions and matches for those groups. In regards to culture, it is invaluable the fact that teenagers are helping older people to learn to read or encouraging them to create a habit to read through books recommendations.
To sum up, I would recommend you to rectify your words in the next article in order not to affect the reputations of such groups and others that change our society for the better, as well as the one of the local newspaper.
Best regards,
Isaac

This flows better for a title in the US.
"Criticize" and "behavior" are how we spell these in the US.

"Increase" starts with a vowel so we use the article "an."
I think you need to figure out the difference between "specially" and "especially." See https://byjus.com/english/difference-between-specially-and-especially/ for more.

Good work!
Letter to the editor for criticising students' behaviour
To whom it may concern,
Recently, an article hwas been published in the local newspaper putting the blame of several incidents, which has taken plac on students from the specially out of school hours, in students from the secondary schoolondary school, which took place on non-school hours.
I deleted the word, but I think you meant to write "specifically", not "specially".
Also consider specifying the school these students are from, as it would flow better.
The content of which was outragingeous and excessive, specifically for those who are committed with our village through differents cultural and sport activities after school hours.
I think "outrageous" sounds better.
I'm not sure what you mean by "who committed with our village through different cultural and sport activities".
It is true that certain local facilities hasve been severalely damaged on weekends, not to mention the dirtiness all around them, aincreased filth. Consequently, by the end, these costs will be paid, in the end, by citizen by taxpayers.
I don't think you need to mention that it took place on the weekend, since a few sentences ago you stated how these acts occurred during non-school hours.
The word "taxpayers" works better in this context.
Moreover, there haves been an increase in drug use over the past few years, which is a specially concerning issue, even more if one. This issue is further concerning when taken into considerationaccount that theysome are minors.
Nevertheless, dDespite of (all) this, thise article does neither reflects entirely young people nor proposes any measures against thoese problems.
"Nevertheless" and "despite all this" are saying the same thing, pick one or the other.
You can keep the "all", but I think it's more concise and sounds better without it.
I think it sounds better to change "this article" to "the article", to avoid the word "this" from repeating in such close proximity. Also, since you have established the article you are talking about, we are able to use the article "the".
I don't know what you mean by "entirely young people".
All young people are illustrated as _____ in this picture, which is not far and away fairfrom the truth.
I am unsure what the picture shows, so you'll have to fill in the blank I put.
I deleted the ending, since it seems to repeat your existing point.
Our local soccer local team and the library reading group of the library are clear examples of that.
In the first one are involved several classes from the secondary school and organise trainning sessions and matches for those groups.
Could you please re-word this sentence, as I do not know what you are trying to say. You can type it in your native language and I can translate and improve it from there.
In regards to culture, it is an invaluable the fact that teenagers are helping older people to learnthe elderly form a relationship with literature by teaching them how to read or, and encouraging them to create a habit to read through books recommendationsby giving book recommendations in hopes of a reading habit being formed.
To sum up, I would recommend you to rectify your words in the next articlethat the article's words are rectified in order to not to affect the reputations of such groups and others that change our society for the better, as well as the one of the local newspaper.
Since you are not writing an essay, but a letter, you don't need a concluding conjunction.
This might be a 'me thing', but I think it's better to not talk directly to a person through a letter when critiquing it, as it might make it sound like you want to start a fight or something similar.
I'm not sure what you mean when you say "as well as the one of the local newspaper".
Best regards,
Isaac
