Learning English
Every time I speak in public and write something, I find it difficult to express myself even in my native language. When it comes to a foreign language, I am not sure that I could be fluent in my lifetime. So, it is not surprising to me that though we have spent years on learning English, we have yet to be able to speak English.
人前で話をしたり、物を書いてみればわかるように、自分の国の言葉で思うことを表現するだけでも、容易なことではない。まして外国語なら、一生かかっても自由に使えるようになるか疑問である。日本人が何年も学校で英語を勉強しながら英語が話せないのは、実はそれほど驚くにはあたらない。

Unless you are referring to a group of people, you should not use "we." If you're referring to Japanese people or people like you with similar issues expressing themselves, you could say "...though people like me spend years..." and "we have yet..."

Good! I feel the same way. I often have a hard enough time expressing myself in my native language of English, much less in my second language, Japanese!

Although we have a pretty funny concept called the "Royal we", which you can never use because you're not the Queen. Notice how you can often understand the group (in my sentence just then, English speakers) by context. I actually like OP's context-less use of "we" here. The group may be ambiguous, but it's very inclusive and relatable language, and it includes the reader more than "people like me" does. I even feel included as a native speaker, because I'm learning a different language!
So, it is not surprising to me that though we have spent years learning English, we still cannot say we speak it.
