The verb "posits" is a bit more formal, but it seems appropriate in this case.
"Mountainous" is an adverb that I've only ever heard used to describe geography. (E.g., "This animal lives in the mountainous regions of China.")

With fifteen years of development, Yucun has become the model of beautiful village construction and got a lot of series ofreceived many honors.

The “two mountain theory” has spread to the whole country now, and Yucun has become a model for rural learning in China.

It's a little unclear what you mean by "rural learning." Maybe "rural development" would make more sense?
