Yucun, a small mountainous village in Anji county, Zhejiang province. In 2005, Xi Jinpin, general secretary of CCP of Zhejiang province, visited the village and put forward the famous “Two Mountainous Theory”: lucid waters and lush mountainous are invaluable assets. With fifteen years of development, Yucun has become the model of beautiful village construction and got a lot of series of honors. The “two mountain theory” has spread to the whole country now and Yucun has become a model for rural learning in China.

The verb "posits" is a bit more formal, but it seems appropriate in this case.
"Mountainous" is an adverb that I've only ever heard used to describe geography. (E.g., "This animal lives in the mountainous regions of China.")

It's a little unclear what you mean by "rural learning." Maybe "rural development" would make more sense?
