In high school, our English teacher gave us two vocabulary books to prepare for the college entrance exam. One contained 2000–4000 words, and the other contained 4000–7000 words. I wasn't too sure about the meaning of this sentence -- the book contains between 2000 to 4000 words? Why isn't there a concrete number of words? Or is this referring to the frequency of the words, i.e. the 2000 to 4000th most common words?
