There was a collision between two airplanes yesterday at Haneda airport in Japan.
One is Japan Airlines(JAL) and the other is Japan Coast Guard(JCG).
Airport control tower(ACT)'s audio recorder is on YouTube now and some youtubers tried to analyse it.
The point is probably that JCG's pilot heard instructions from ACT wrong.
But I can't blame him for that because ACT's staff English is not good.
I think there are two Japanese staff who speak unclear English very fast in noisy radio communications.
English native speakers may be understand what they say, but many of us including English learners can't probably.
To avoid accidents in airports, I think the staff's English in ACT must be improved.
Anchorpeople are trained hard to speak beautiful and clear Japanese before they are on TV even though they are Japanese.
In the same way, ACT's staff must be trained to speak clear English and take a test before they make a debut in ACT.

結論を言うと、たぶん海上保安庁の機長が管制塔の指示を聞き間違えたようです。ですが、この機長を責める気にはなれません。なぜかと言うと、管制塔スタッフの英語は聞きづらいからです。
雑音が多い無線で曖昧な英語をかなりの早口で喋っているスタッフが2人います。
英語ネイティブなら彼らの英語を聞き取れるかもしれませんが、英語学習者を含め我々の多くはたぶんさっぱりでしょう。
空港での事故を防ぐために、管制塔のスタッフの英語は改善すべきと思います。
アナウンサーはテレビに出る前にきれいでわかりやすい日本語を話せるよう訓練します。日本人なのに。
同様に管制塔のスタッフ達もわかりやすい英語を話せるよう訓練し、テストを受けてから管制塔で働くべきだと思います。

そうです、日本人は英語を話すのが下手です。

Quite accurate writing! I did my best with the ACT/ATC question. It might be best to use ATC, in which case you don't need articles before ("traffic control" is both uncountable and a kind of name, so no 'the' either).
