Yeah you use “as to” here. What do you mean by “agreed”? If you mean the scans agreed on in a meeting, then we say “the scans (that) we agreed on”

In this case, I probably still wouldn't use "agreed" by itself but instead "the scans we agreed on". "Agreed" sounds a bit unnatural
