A bit technical, but I think 'fund' describes where the money is held; 'funds' can mean money though, so either of those options could work.

'Jurisdiction' is not a commonly used term, and it usually refer to the area in which of a country's laws have effect. I think if you just said 'programme' here, people would understand what you mean.

-Can we- Do we get to choose whatich intern we will hire? / Do we get to be involved in the hiring process for the intern?
I have provided another way of phrasing this question so it sounds a bit more natural.
