Imagine if all textbooks were digital books ...

Imagine if all textbooks were digital books ...
Nowadays, at least in Spain, when the government decides to change something about the shool curriculum (and this happens often in my country :-) ), all publishers have to print new books. This is a very hight cost not only because of the need to print, but also because of all the logistic (transportation, etc).
Obviously, if everything were digital, the cost would be much lower.
However, particularly in primary and secondary school (up to 16 years old), many teachers prefer paper to digital because it avoids distractions for the students.
What can I do in this case? Nowadays, color printing cost have been reduced enough so that each center can have its own printer to 'publish' its own books. A very important advantage, following the system I described in my last post, is that the teacher can build their own textbook from the resources of other textbooks. This avoids the popular phenomenon of teachers using only 40% of the textbooks, searching the rest of resources on the Internet.
