I didn’t ride this bike for a long time before it had problems. A few days ago, when I released the rear brake during my ride, I found it was still very heavy to ride. It seemed that it had been in the brake all the time. This kind of situation happened many times in the later days. I checked the rear holding brake several times and I didn’t find any problems. This afternoon, I adjusted the brake clearance of the rear brake a little big to see if it worked. Next, I will continue to observe it.

Seems, present simple. Had been, past perfect. Can a sentence contains two tenses at the same time?

Could you please tell me the tense rules in this sentence? Started, past tense. Hadn’t been riding, past perfect continue. Can it only use hadn’t ridden, the past perfect? And what is the difference between the two uses.

Yes a single sentence in English can sometimes contain different tenses.
The reason I changed it from 'seemed' to the present 'seems' is because in the moment you did not know the reason the bike was difficult to ride was because the break was on. But now in the present you realize the brake being on seems to have been the problem.
If you had noticed in the moment the brake was on while the action was taking place, 'seemed' would have worked.
So basically it seems now this was the problem, but it wasn't the case during the event.

The reason past perfect continuous is used for 'i hadn't been riding...' is because in the time of the event it is in the past and continuing in that time of the past. Which means it began in an even more distant past. And a form of past perfect always has to be used when referring to the past of the past.
The second part of the sentence, your tense choice was correct, because there you were referring to an action that happened only in that moment in the past. That is to say, specifically during that time it started to have problems.
