I think parents should be held responsible if their child causes trouble at school or in public because they are obligated to teach them various things, such as what is wrong and, what is right, manners, moral and havings, kindness etc.

"and" is not used with "etc."

"what is wrong"/"what is right" = morals.

If their child caused trouble at school or in public, someone wcould get hurt or mad s. So parents have to thinshould speak with their child about that why that troublewhy the incident happened and, what was wrong, and what the child should you do starting now.

The point is to listen to their child carefully and think about thate problem together.

If they do so, their child wouldill learn thinking abouthow to empathize with others and, admit to his (/her) mistakes, and the wayhow to solve problems.

I hold parents responsible for their kids in order to not to botherso those children become considerate of others when they grow up.

Or: "I hold parents responsible for their kids because children should learn to be considerate of others."

The second example is more grammatically correct because it's more concise.
