I think parents should be held responsible if their child causes trouble at school or in public because they are obligated to tech them various things such as what is wrong and what is right, manner, moral and having kindness etc. If their child caused trouble at school or public, someone would get hurt or mad so parents have to think with their child about that why that trouble happened and what was wrong and what should you do starting now. The point is to listen to their child carefully and think about that problem together. If they do so, their child would learn thinking about others and admit his (/her) mistakes and the way to solve problems. I hold parents responsible for their kids in order to not to bother others when they grow up.
